

In Europe, the vast majority of local authorities are members of one or more national associations – most of these associations are members of CEMR.
National associations also exist in the majority of other countries, and most of these are members of the world organisation, United Cities and Local Governments (UCLG), and its regional sections. UCLG can provide information on the national associations which are members.
They are often also members of other associations and networks active in the field of development co-operation.
Several national associations in Europe are themselves active in development co-operation partnerships, and in some countries, they involve local and regional authorities in their programmes. They may also work closely with national governments on international development issues.
In the "south", many national associations are seeking to get a more equal partnership with central government, to ensure that development aid is better targeted towards local government.
