Some European local and regional governments – in particular regional authorities and some larger cities – dedicate considerable resources to decentralised co-operation actions. Others find this more difficult, either legally (because the national law may not permit it) or politically (using locally-raised taxes for international purposes is not always popular...)

Despite this, a large number of local and regional governments are very active in international twinnings and partnerships for development, often making some financial contribution, and in any event using "in kind" resources – notably by the contribution of professional staff and of elected representatives to the practical tasks of each partnership.

In several European countries, there are programmes funded by national governments which local or regional authorities can access for their international partnerships. In federal or similar systems, the regional government may provide resources for local government co-operation partnerships. Your national association or your government's international aid ministry may be able to provide information on programmes for local authorities which are funded by or within the country.

The European Union – which is the largest development aid funder – has established a number of programmes which are either open to local authorities, or - in the case of the Thematic Programme on Non-State Actors and Local Authorities – in part targeted towards them.
